OF WALTON COUNTY, FLORIDA TO ADOPT THE ADDENDUM TO THE
2013-2014 STUDENT
PROGRESSION PLAN
The School Board of Walton County, Florida, hereby gives notice of its intent to adopt the proposed addendum to the 2013-2014 Student Progression Plan, which by reference is incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.
PURPOSE AND EFFECT: The purpose and effect of the adoption of the addendum to the 2013-2014 Student Progression Plan is to present to school personnel, parents/guardians, students and other interested citizens the administrative procedures required to implement state legislative and local pupil progression requirements.
SUMMARY: The District Student Progression Plan is adopted each year by the School Board of Walton County, Florida, and sets forth the policies and procedures relative to enrollment, promotion, retention, accelerated/ decelerated placement, transfers, instructional programs, accelerated programs, extended year programs, dropout prevention/retrieval programs, student assessment and exceptional student education. An addendum has been proposed to address elementary course code changes mandated by the Florida Department of Education and dual enrollment policy in secondary education.
LEGAL AUTHORITY: The adoption of the addendum to the 2013-2014 Student Progression Plan is authorized by Sections 1001.41, 1008.25, 1008.34, 1001.03 and 1008.22 Florida Statutes, and the law implemented is Section 1008.25 Florida Statutes.
ECONOMIC IMPACT: The adoption of the addendum to the 2013-2014 Student Progression Plan will not result in any additional costs to the School District.
A public hearing will be held by the School Board of Walton County, Florida, at 5:15 p.m. during the regular board meeting on September 17th, 2013, in the Board Room at the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the addendum to the 2013-2014 Student Progression Plan. Any interested person may appear at the hearing and present evidence and argument and be heard concerning the adoption of the addendum to the 2013-2014 Student Progression Plan. Immediately following the public hearing the School Board of Walton County, Florida, will consider final action to adopt the addendum to the 2013-2014 Student Progression Plan.
The entire text of the 2013-2014 Student Progression Plan, including the proposed addendum, is on file and available for inspection during regular office hours at the office of the Superintendent of Schools, Walton County, Florida, located at 145 Park Street, Suite 2, DeFuniak Springs, Florida. Copies of the 2013-2014 Student Progression Plan, including the proposed addendum, are available to the public at the Superintendent’s office.
If a person decides to appeal any decision made by the School Board with respect to any matter considered at such meeting or hearing, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings, which record includes the testimony and evidence upon which the appeal is to be based.
The School Board of Walton County does not discriminate upon the basis of any individual’s disability status. PATRICIA CARLYLE ADMINISTRATIVE APPEAL – Project number 13-004-00005. This is an administrative appeal submitted by Patricia Carlyle, appealing the Planning and Development Services Director’s decision regarding nonconforming uses at Monet Monet in Grayton Beach. Ms. Carlyle is challenging that Rock Hard Designs, Inc. did not meet its burden of proof by demonstrating its use of Monet Monet is a legal non-conforming use for the type of general commercial activities identified in the Determination. The subject site is located on the south side of CR 30A at 100 CR 30A (parcel number 08-3S-19-25200-00B-0010).
MONET MONET ADMINISTRATIVE APPEAL – Project number 13-004-00007. This is an administrative appeal submitted by Steve Hall, appealing the Planning and Development Services Director’s decision that there should be a numerical limitation on the maximum number of attendees at events held in the Monet Monet outdoor event venue in Grayton Beach in the future, in order to avoid a County finding of an unauthorized expansion of the existing legal non-conforming use recognized for the venue. The subject site is located on the south side of CR 30A at 100 CR 30A (parcel number 08-3S-19-25200-00B-0010).
The Zoning Board of Adjustment will make a final determination to grant a variance, deny a variance, uphold the director’s decision, overturn the director’s decision, or continue to a later date. Any agenda item that is tabled will be scheduled for a future Zoning Board of Adjustment meeting. The applicant/petitioner may appeal the decision of this board to the Circuit Court of Walton County.
Proposed agenda items may be inspected by the public from 7:00 AM to 5:30 PM, Monday through Friday at Walton County Planning and Development Services located at 31 Coastal Center Blvd, Suite 100, Santa Rosa Beach, FL 32549 or 47 North 6th Street, DeFuniak Springs, FL 32435.
Interested parties may appear at the public hearing and be heard with respect to the proposed agenda items.
In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision that has scheduled a meeting at which official acts are to be taken, receives at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.
