APPRAISAL AND REVIEW APPRAISAL SERVICES FOR AN AVIGATION EASEMENT
DEFUNIAK SPRINGS MUNICIPAL AIRPORT
Issued: August 20, 2014
The City of DeFuniak Springs, owner and operator of the DeFuniak Springs Municipal Airport, DeFuniak Springs, Florida, is soliciting proposals from professional appraisers interested in preparing an Appraisal or a Review Appraisal associated with the acquisition of an avigation easement over a portion of a golf course adjacent to the airport. The purpose of the avigation easement is to allow the City to control a defined portion of airspace in which obstructions (i.e., trees) can be trimmed or removed. This is anticipated to be a voluntary sale.
The City requires that an Appraisal be prepared and a Review Appraisal be prepared. Based on proposals received, the City will select one firm (or individual) to prepare the Appraisal and one firm (or individual) to prepare the Review Appraisal.
AVIGATION EASEMENT, PROPERTY DESCRIPTIONS, AND SURVEYS
In general, an avigation easement is a property right acquired from a landowner which protects the use of airspace above a specified height, and imposes limitations on use of the land subject to the easement, including the height of natural and man-made objects.
A project sketch showing the approximate location and height of the avigation easement and a copy of the draft avigation easement may be requested from Mr. Ryan Adams, Airport Services Supervisor, at ryan@defuniaksprings.net.
A boundary survey and legal description of the easement area will be made available to the selected appraiser and review appraiser at the beginning of the appraisal process. Based on the initial valuation of the property, and other factors, the amount of land to be acquired and depicted on the final survey may be adjusted by the City.
APPRAISAL REQUIREMENTS
In addition to professional standards and commonly-accepted industry practices, the Appraisal and Review Appraisal shall comply with standards and requirements contained in the Florida Department of Transportation Right-of-Way Manual and any supplemental FDOT guidance. Supplemental guidance may also be found in Chapter 2 of FAA Advisory Circular 50/5100-17, Land Acquisition and Relocation Assistance for Airport Improvement Program (AIP) Assisted Projects.
The Appraisal and Review Appraisal shall establish Fair Market Value. The City will require that the appraisal be a detailed, self-contained appraisal report. Summary appraisal reports will not be accepted.
SCHEDULE
The schedule for the completion of the Appraisal is 35 calendar days after the City issues Notice to Proceed. The schedule for the completion of the Review Appraisal is 20 calendar days after the completion of the Appraisal.
PROPOSAL SUBMITTAL REQUIREMENTS
In responding to this RFP, the interested appraisers should submit a proposal that briefly and concisely addresses the following items:
1. The appraiser’s qualifications and certifications
2. Recent and relevant experience
3. Ability to meet schedule
4. Planned approach to preparing the requested Appraisal or Review Appraisal
5. A separate lump sum fee proposal for preparing the Appraisal or Review Appraisal. The fee proposals for the Appraisal or Review Appraisal should each include all anticipated labor and expenses.
The City shall not reimburse the cost of developing responses to this solicitation. Submittals should be prepared simply and economically, providing adequate information in a straightforward and concise manner. Proposals should not include generic brochure or marketing materials. The City will fully consider qualifications, experience, ability to meet schedule, and project approach in its selection of an appraiser and review appraiser.
SITE VISIT AND QUESTIONS
Prior to the RFP submittal date, a site visit may be conducted. A request for a site visit and any questions regarding this Request for Proposal shall be submitted to Mr. Ryan Adams, Airport Services Supervisor, at ryan@defuniaksprings.net.
PROPOSAL DEADLINE
Appraisers interested in responding to this RFP should submit three (3) copies of their proposal to the City of DeFuniak Springs no later than 2:00 P.M. local time on September 4, 2014. Proposals must be sealed and be marked with “REQUEST FOR PROPOSALS FOR APPRAISAL SERVICES – DEFUNIAK MUNICIPAL AIRPORT”.
