1st Public Hearing Notice

The City of DeFuniak Springs is applying to the Florida Department of Economic Opportunity (DEO) for a Small Cities Community Development Block Grant (CDBG) for up to $700,000. These funds must be used for one of the following purposes:

1. To benefit low- and moderate-income persons;

2. To aid in the prevention or elimination of slums or blight; or

3. To meet other community development needs of recent origin having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.

The categories of activities for which these funds may be used are in the areas of housing, neighborhood revitalization, commercial revitalization, or economic development and include such improvement activities as acquisition of real property, loans to private-for-profit business, purchase of machinery and equipment, construction of infrastructure, rehabilitation of houses and commercial buildings, and energy conservation. Additional information regarding the range of activities that may be undertaken will be provided at the public hearing. For each activity that is proposed, at least 70% of the funds must benefit low- and moderate-income persons.

In developing an application for submission to DEO, the City of DeFuniak Springs must plan to minimize displacement of persons as a result of planned CDBG activities. In addition, the City of DeFuniak Springs is required to develop a plan to assist displaced persons.

Comprehensive Plan Mixed Use Acreage Criteria Ordinance – An ordinance amending Walton County Comprehensive Plan policy L-1.3.4 Small Neighborhood (SN), Comprehensive Plan policy L-1.3.5 Traditional Neighborhood Development (TND), Comprehensive Plan policy L-1.3.6 Coastal Center (CC), Comprehensive Plan policy L-1.3.7 Coastal Center Mixed Use (CCMU) and Comprehensive Plan policy L-1.3.8 Village Mixed Use Center (VMU) to modify the acreage criteria for providing mixed uses in these districts and clarifying the types of uses required; providing for severability and an effective date.

Floodplain Management Ordinance – An ordinance by the Walton County Board of County Commissioners amending the Walton County Land Development Code to repeal Section 4.05; to adopt a new Section 4.05; to adopt Flood Hazard maps; to designate a Floodplain Administrator; to adopt procedures and criteria for development in flood hazard areas and for other purposes; to adopt local administrative and technical amendments to the Florida Building Code; providing for applicability; repealer; severability; and an effective date.

SOA Office Building – Project number 13-00100027 is being reviewed by Renee Bradley. This is a major development order application submitted by Emerald Coast Associates, Inc., request the approval for a 8,906 square feet office building to be occupied for Sandestin Homeowners Association, this building is on 2.61 acres with a future land use of Coastal Center. The project is located 181 Reeves Road and identified by parcel number(s) 27-2s-21-42000-002-0000.

Uptown Plaza – Project number 13-00100003 is being reviewed by Brian Underwood. This is a major development order application submitted by Barnhill, Barnhill, Barnhill, LLC, requesting approval to develop a tavern and restaurant commercial center within three buildings containing a total of 5,775 square feet. The project will include a 2,100 square foot cigar and tavern social club, 2,625 square foot café, and 1,050 square foot restaurant. The project, consisting of 1.60 acres with a future land use of Coastal Center, is located on U.S. Highway 98 approximately 1,115 feet east of the intersection of U.S. 98 and North Holiday Road, on the north side of U.S. 98 and identified by parcel number 29-2S-21-42000-011-0018.

Sunset at Inlet fka Rosemary East – Project number 13-00100015 is being reviewed by Brian Underwood. This is a major development order application submitted by Seaside Engineering & Surveying, LLC. , requesting approval to develop the property with six single-family residential lots, on a parcel consisting of 1.67 acres, with a future land use of NPA Infill/Neighborhood Commercial. The project is located at 13226 US Highway 98 E and identified by parcel number(s) 36-3S-18-16100-000-1160.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny. Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

Interested parties may appear at the public hearing and be heard with respect to the proposed project(s) or plan amendment(s).
