COUNTY, FLORIDA TO ADOPT THE
2012-2013  DISTRICT STUDENT
CODE OF CONDUCT

The School Board of Walton County, Florida, hereby gives notice of its intent to adopt the proposed 2012-2013 District Student Code of Conduct, which by reference are incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.

PURPOSE AND EFFECT:  The purpose and effect of the adoption of the 2012-2013 District Student Code of Conduct is to set forth the rights and responsibilities of students attending school in the Walton County School District and provide the rules of conduct and discipline that apply to such students.

SUMMARY:  The District Student Code of Conduct is adopted each year by the School Board of Walton County, Florida, and set forth the rights and responsibilities of students attending schools in the Walton County School District and the rules of conduct such students must follow.  In addition, the codes of conduct set forth infractions that are considered grounds for disciplinary action and the recommended disciplinary action.

LEGAL AUTHORITY:  The adoption of the 2012-2013  District Student Code of  Conduct is authorized by Sections 1001.41, 1001.42, 1001.43, 1006.07, 1006.08, 1006.09, 1006.10, 1006.13, 1006.135, 1006.14, 1006.147 and 1006.21, Florida Statutes, and the law implemented is Section 1006.07, Florida Statutes.

ECONOMIC IMPACT:  The adoption of the 2012-2013 District Student Code of Conduct will not result in any additional costs to the School District.

A public hearing will be held by the School Board of Walton County, Florida, at 9:00 a.m.  during the regular board meeting on June 12, 2012, in the Board Room at the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the 2012-2013 District Student Code of Conduct.  Any interested person may appear at the hearing and present evidence and argument and be heard concerning the adoption of the 2012-2013 District Student Code of Conduct.  Immediately following the public hearing, the School Board of Walton County, Florida will consider final action to adopt the 2012-2013 District Student Code of Conduct.

The entire texts of the 2012-2013 District Student Code of Conduct are on file and available for inspection during regular office hours at the office of the Superintendent of Schools, Walton County, Florida, which office is located at 145 Park Street, Suite 2, DeFuniak Springs, Florida.  Copies of the 2012-2013 District Student Code of Conduct are available to the public at the Superintendent’s office.

If a person decides to appeal any decision made by the School Board with respect to any matter considered at such meeting or hearing, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

PURPOSE AND EFFECT:  The purpose and effect of the adoption of the 2012-2013 Student Progression Plan is to present to school personnel, parents/guardians, students and other interested citizens the administrative procedures required to implement state legislative and local pupil progression requirements.

SUMMARY:  The District Student Progression Plan is adopted each year by the School Board of Walton County, Florida, and sets forth the policies and procedures relative to enrollment, promotion, retention, accelerated/ decelerated placement, transfers, instructional programs, accelerated programs, extended year programs, dropout prevention/retrieval programs, student assessment and exceptional student education.

LEGAL AUTHORITY:  The adoption of the 2012-2013 Student Progression Plan is authorized by Sections 1001.41, 1008.25, 1008.34, 1001.03 and 1008.22 Florida Statutes, and the law implemented is Section 1008.25 Florida Statutes.

Destin Plaza Redevelopment – Project number 12-00100019 being reviewed by Vivian Shamel.  This is a major development order application submitted by Emerald Coast Associates and McWhorter Architects requesting approval for redevelopment of the existing 89,000 square foot retail store on 6.877 acres with a Future Land Use of Coastal Center Mixed Use.  The project is located on the southeast corner of US Highway 98 and Poinciana Boulevard and identified by parcel number 28-2S-21-42000-008-0010.

393 Land Company, LLC Abandonment – Project number 12-00800001 being reviewed by Jason Bryan.  This is an abandonment application, submitted by 393 Land Company, LLC concerning the following ingress/egress and utility easement to wit:. All of Borrower’s right, title and interest, of whatever kind, nature or description, and whether now owned or hereafter acquired, in and to all of the following described land and interests in land, estates, easements, rights, improvements, personal property, fixtures, equipment, furniture, furnishings, appliances and appurtenances, whether now owned or hereafter acquired, and including replacements and additions thereto (herein referred to collectively as the “Mortgaged Property”):

All leases presently existing or hereafter made, whether written or verbal, or any letting of, are agreement for the use or occupancy of, any part of the Mortgaged Property, and each modification, extension, renewal and guarantee thereof (collectively, the “Assigned Leases”), including, without limitation, all the rents, issues, and profits now due and which may hereafter become due under or by virtue of the Assigned Leases, together with all claims and rights to the payment of money at any time arising in connection with any rejection or breach of any of the Assigned Leases under Bankruptcy Law, including without limitation, all rights to recover damages arising out of such beach or rejection, all rights to charges payable by a tenant or trustee in respect of the leased premises following the entry of an order for relief under the Bankruptcy Law in respect of a tenant and all rentals and charges outstanding under the Assigned Lease as of the date of entry of such order for relief.

The Walton County Code Enforcement Board will hold their regular meeting on June 21, 2012 beginning at 6:00 p.m.  to be held at the South Walton Courthouse Annex.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physicallly handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site, which would be accessible to such person.
