Public Notice

Walton County Affordable Housing Advisory Committee Meeting

Notice is hereby given that there will be a Meeting of the Walton County Affordable Housing Advisory Committee on Tuesday, April 16, 2013 at 1:30 p.m.

The meeting will be held at the Walton County Administration Building Conference Room, located at 76 N. 6th Street, DeFuniak Springs, FL.  All interested parties are invited to attend.

The meeting will include the Review of Local Policies and Procedures for Affordable Housing Incentives.  The following items will be discussed and voted on:

I. Review of the Process of Approvals of Development Orders or Permits for Affordable Housing.
Discussion:
The Committee reviewed the current strategy which states:
Name of the Strategy:  Expedited Permitting
Permits as defined in s. 163.3164(7) and (8) for affordable housing projects are expedited to a greater degree than other projects.
Established policy and procedures:
On, June 9, 1998, WALTON COUNTY adopted Resolution 98-34 adopting an expedited processing procedure, which states that affordable housing permit applications will be given a priority in the event the permit approval time should reach a level in excess of 7 days.  NOTE: At this time, the County has not experienced any delays in their permitting process.
There was general discussion by the Committee that this strategy is still accurate at this time.
Recommendation:
The Committee recommends the Board of Commissioners to keep the strategy in place as written.

II.    Review of the modification of impact – fee requirements, including reduction or waiver of fees and alternative methods of fee payment for affordable housing.
Discussion:
The County does not currently make concessions for affordable housing projects.
Recommendation:
The Committee does not recommend any changes to current policies.

III.    Review of the allowance of flexibility in densities for affordable housing.
Discussion:
The Committee reviewed the current strategy which states:
Name of the Strategy: Allowance of Flexibility in Densities for Affordable Housing
Established policy and procedures:
A County-wide Affordable Housing Development Handbook, prepared by the Committee, will outline procedures, funding sources and identify/clarify areas where affordable housing projects can be located, specific to the required procedures in Walton County regulations.  This handbook will be updated every October and will be available at the Citizens Services office, the Development Services Office and all county-wide City Halls.
Recommendation:
The Committee recommends the following changes to this strategy:
Name of the Strategy: Allowance of Flexibility in Densities for Affordable Housing
Established policy and procedures:
Areas where flexible densities for affordable housing projects can be located are outlined in the County’s Land Development Code.

IV.    Review of the reservation of infrastructure capacity for affordable housing for very-low-income persons, low-income persons, and moderate-income persons.
Discussion:
The County Land Development Code does not currently make special concessions for affordable housing projects.
Recommendation:
The Committee does not recommend any changes to current policies.

V.    Review of the allowance of affordable accessory residential units in residential zoning districts.
Discussion: The Walton County Land Development Code allows for increases of density in specific land use categories.
Recommendation:
The Committee does not recommend any changes to current LDC.

VI.    Review of the reduction of parking and setback requirements for affordable housing.
Discussion:
The County Land Development Code does not currently make special concessions for affordable housing projects.
Recommendation:
The Committee does not recommend any changes to current policies.

VIII. Review of the allowance of flexible lot configurations, including zero-lot-line configurations for affordable housing.
Discussion:
The County Land Development Code does not currently make special concessions for affordable housing projects.
Recommendation:
The Committee does not recommend any changes to current policies.

IX. Review of the modification of street requirements for affordable housing.
Discussion:
The County Land Development Code does not currently make special concessions for affordable housing projects.
Recommendation:
The Committee does not recommend any changes to current policies.

X.    Review of the establishment of a process by which a local government considers, before adoption, policies, procedures, ordinances, regulations, or plan provisions that increase the cost of housing.
Discussion:
The Committee reviewed the current strategy which states:
Name of the Strategy: Ongoing Review Process
An ongoing process for review of local policies, ordinances, regulations and plan provisions that increase the cost of housing prior to their adoption.
Established policy and procedures
a. The Development Services Division will have the responsibility of performing the review procedure, with precise procedures and applications. The emphasis will be upon limiting cost impact upon housing affordability.  The Division shall provide written comments on proposed developments, which may impact the cost of housing.
b. Establish a procedure in the next revision of the LDC by which proposed policies, procedures, ordinances, regulations, or plan provisions are reviewed for potential impacts on the cost of housing by the Affordable Housing Advisory Committee (AHAC), with written recommendations provided to the Division.
Recommendation:
The Committee recommends keeping the strategy in place, with the following change: Development Services Division to the Walton County Planning and Development Services Division.

XI.    The preparation of a printed inventory of locally owned public lands suitable for affordable housing.
Discussion:
An inventory of locally owned public lands suitable for affordable housing is assessed yearly by the county.
Recommendation:
The Committee does not recommend any changes to current policies.

XII.    The support of development near transportation hubs and major employment centers and mixed-use developments.
Discussion:
The Walton County Future Land Use Map designates its higher densities and opportunities to create affordable housing near transportation hubs, major employment centers and in mixed use development areas.
Recommendation:
The Committee does not recommend any changes to current policies.

The Walton County Technical Review Committee will hold a public hearing on Wednesday, April 17, 2013, at 8:30 am at the South Walton Courthouse Annex in Santa Rosa Beach, FL  32459.  The following items are scheduled for review and action:

Lakewood of Seagrove Beach Office – Project number 13-00100022 being reviewed by Vivian Shamel.  This is a minor development order application submitted by Emerald Coast Associates, Inc., requesting approval for a 1,632 square foot addition to the existing building, consisting of 0.395 acres with a future land use of Village Mixed Use.
