The City of DeFuniak Springs is now accepting applications for one (1) full-time Communications Officer for the DeFuniak Springs Police.
General Statement of Job – The duties of this position require a person to answer regular and 911 phone calls, operate a radio console and demonstrate proficiency in following established DeFuniak Springs City Marshal’s Office communications protocol with personnel in the field.  Ability to assist the public, officers and other employees of the City Marshal’s Office.  Communications Officer will be solely responsible to the City Marshal or his designee for the discharge of his/her duties.
Minimum Qualifications – Must be at least 19 years old with a high school diploma, Florida General Education Development Test (GED), or Out-of-State GED, with transcript of test results.  Valid Florida Driver’s License if required to drive a City Marshal’s office vehicle.  Must be able to operate computer, two-way radio, copier, fax and telephone.  Type 35-40 correct words per minute.  Must be able to work rotating shifts, weekends, holidays, and overtime scheduled and unscheduled. All employees must pass a pre-employment background check and drug screening.
Certificates – NCIC/FCIC certification and 911 certification within 6 months of employment.

The City of DeFuniak Springs (pop. 5177) is now accepting applications for a City Manager. The City of DeFuniak Springs is the county seat of Walton County located in the Florida Panhandle. The city is a fast-growing community with deep roots in Florida history. DeFuniak Springs is a full-service city which includes a municipal airport. The City serves 10,000 people in the surrounding area with its water, sewer, and natural gas utilities. The city employs approximately 100 people and operates with a $24-million annual budget. The city form of government is council-manager.
The minimum qualifications for the position are: a B.S. degree is desirable in public or business administration, from a four-year college or university, or similar degree in management, engineering or related profession; engineering experience is desirable.  The city manager must have a minimum of three (3) years experience as a city administrator or managerial experience which entailed supervision of the various departments of the city.  Knowledge of personnel relations, utilities, planning, finance, public safety, parks and recreation is essential.  Some knowledge of federal programs – grants – would be helpful.  Experience as an administrator, assistant administrator or related work may be substituted for a B.S. degree.  The city manager shall be responsible for the overall day-to-day management of the city following policies set by a five-member city council and elected mayor. Requires a valid Florida Drivers license.  The annual salary for this position will be a minimum of $70,000.00, subject to increase based upon qualifications and experience, plus a benefits package.

The Walton County Planning Commission will hold a public hearing on Thursday, December 8, 2011, at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459 beginning at 5:00 pm, to hear the following items:

SSA 2011-22:  Sara S. Taveprungsenukul is requesting the adoption of an Ordinance of Walton County, Florida, Adopting a Small Scale Future Land Use Map Amendment to the Walton County Comprehensive Plan; Setting Forth the Authority for Adoption; Amending the Future Land Use Map; Repealing All Ordinances in Conflict Herewith; Providing for Severability and Conflicts; and Providing for an Effective Date.  The Ordinance proposes to amend 0.14 +/- acres in Walton County south of the Choctawhatchee Bay, on property identified by parcel number 12-3S-20-34030-00N-0120 and 0130, from Residential Preservation Future Land Use Category to Neighborhood Commercial Future Land Use Category, or a lesser intense category.  The property is located at the intersection of County Road 30A and Flounder Street.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

This is a petition submitted by Peter Leenman of Coastal States Contractors, requesting a variance from the Walton County Land Development Code section 5.00.03.A.1, which requires single-family building setbacks of 20’ from the front, 15’ from the rear and 7 ’ from each side.  The petition requested, if granted, would allow the developer to reduce the front setback to 0’, Lot 3 of Warren Heights residential subdivision, as recorded in Plat Book 2, Page 38 in the Official Records of Walton County, Florida.  The site is located on the south side Scenic Gulf Drive, more particularly identified by parcel numbers: 32-2s-21-42260-000-0031.

2. DR HORTON PETITION FOR VARIANCE – Project number 11-00500010. This is a petition submitted by Richard Lowery of DR Horton requesting a variance from the Walton County Land Development Code section 5.00.03.A.1, which requires single-family building setbacks of 20’ from the front, 15’ from the rear and 7 ’ from each side.  The petition requested, if granted, would allow the developer to reduce the east side yard to a 4.5’ setback. The affected property is Lot 28, Block A Peach Creek Phase 1 as recorded in Plat Book 18, Pages 17 and 17A, in the Official Records of Walton County, Florida.  The site is located on the south side of US 98 east, south of Bella Boulevard more particularly identified by parcel number, 36-2s-19-24100-00A-0280.

3. SHARI JUDKINS ADMINISTRATIVE APPEAL – Project number 11-004-00001.  This is an administrative appeal submitted by Shari Judkins, appealing the Planning and Development Services Director’s decision to allow a commercial use within the coastal center land use category. The subject site is located north of U.S. 98 on the south side of North Holiday Road (parcel number 29-2S-21-42910-00B-0060).

The Zoning Board of Adjustment will make a final determination to grant a variance, deny a variance, uphold the director’s decision, overturn the director’s decision, or continue to a later date.  Any agenda item that is tabled will be scheduled for a future Zoning Board of Adjustment meeting.  The applicant/petitioner may appeal the decision of this board to the Circuit Court of Walton County.
