ownership of real property upon which certain storm water drainage
infrastructure was constructed; and in exchange for receiving that
property, the County will deed to the Florence A. Kocour and William
K. Kocour, Trustees, or their successors in trust, under the Florence
A. Kocour Living Trust, dated February 7, 2006 real property equal in
value to that which the County is receiving. The Walton County Board
of County Commissioners will consider a resolution authorizing such an
exchange on February 11, 2014 at its regular scheduled meeting to

The Walton County Planning Commission will hold a public hearing on
Thursday, February 13, 2014, at the South Walton County Courthouse
Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach,

QUASI-JUDICIAL ITEMS:
Laurence Grodd-Abandonment – Project number 13-00800002 is being
reviewed by Tim Whaler. This is an abandonment application submitted
by Daniel Uhlfelder, Esq, consisting of 0.014 acres of alley by plat,
adjacent and contiguous to the petitioner’s 0.34 acre parcel with a
land use of Neighborhood Preservation. The project is located at the
north end of an unimproved alley, 200 feet north of Plank Road, east
of Defuniak Street.
City Produce – Project number 13-00100114 is being reviewed by Brian
Underwood. This is a major development order application submitted by
Jenkins Engineering, Inc. requesting approval to develop 12,800 square
foot of distribution space and 2,880 square foot of office space on
5.27 acres with a future land use of Light Industrial. The project is
located at the intersection of Hwy. 393 North and Market St. and is
identified by parcel number(s) 27-2S-20-33210-000-0030.
Walton County CR 395/30A Abandonment – Project number 14-00800001 is
being reviewed by Tim Whaler. This is a petition for abandonment
application submitted by Walton County, consisting 0.138 acres of
right-of-way, adjacent and contiguous to parcels with a future land
use of Residential Preservation. The project is located on the
southeast corner of the intersection of CR 395 and CR30A.
Amendment 3 To Walton County Industrial Park PUD Aka Mossy Head
Industrial Park PUD – Project Number 14-00100011 is being reviewed by
Mac Carpenter. This is a major development order application
submitted by Walton County, requesting the approval to expand the
boundary of the previously approved PUD to add parcel numbers
29-3N-21-37000-005-0000 and 29-3N-21-37000-005-0020, consisting of
21.141 +/- acres with a future land use of Industrial. The project is
located south of US Highway 90, north and south of I-10 and on the
east and west sides of SR 285 and is presently identified by parcel
number(s) 27-3n-21-37000-001-0010, 22-3n-21-37000-012-0010, and
28-3n-21-37000-006-0010.
The Planning Commission will make a recommendation to the Board of
County Commissioners regarding these items either to approve, approve
with conditions or to deny. Any agenda item that is tabled will be
scheduled for a future Planning Commission meeting and will not go
forward to the Board of County Commissioners until the Planning
Commission makes a recommendation.
Proposed project(s) or plan amendment(s) may be inspected by the
public from 7:00 AM to 5:30 PM, Monday through Friday at Walton County
Planning and Development Services located at 31 Coastal Center Blvd,
Suite 100, Santa Rosa Beach, FL 32549 or 47 North 6th Street, DeFuniak
Springs, FL 32435.
Interested parties may appear at the public hearing and be heard with
respect to the proposed project(s) or plan amendment(s).
In accordance with Section 286.26, Florida Statutes, whenever any
board or commissioner of any state agency or authority, or of any
agency or authority of any county, municipal corporation, or other
political subdivision, which has scheduled a meeting at which official
acts are to be taken receives, at least 48 hours prior to the meeting,
a written request by a physically handicapped person to attend the
meeting, directed to the chairperson or director of such board,
commission, agency, or authority, such chairperson or director shall
provide a manner by which such person may attend the meeting at its
scheduled site or reschedule the meeting to a site which would be
