The Walton County Board of County Commissioners will hold a public hearing on Tuesday, January 28, 2014, at 9:00 a.m. or as soon thereafter as may be heard at the Walton County Courthouse, at 571 US Highway 90, DeFuniak Springs, Florida.  The following items will be heard:

LEGISLATIVE ITEMS:

Floodplain Management Ordinance – An ordinance by the Walton County Board of County Commissioners amending the Walton County Land Development Code to repeal Section 4.05; to adopt a new Section 4.05; to designate a Floodplain Administrator; to adopt procedures and criteria for development in flood hazard areas and for other purposes; to adopt local administrative and technical amendments to the Florida Building Code; providing for applicability; repealer; severability; and an effective date. (Adoption Hearing)

Prominence DRI/PUD LSA – Project number 13-00700004 is being reviewed by Tim Brown. This is a large scale amendment application submitted by Walton County, requesting the approval to change the land use from Court Ordered Overlay to Traditional Neighborhood Development, on 44.5 acres.  The project is located south of CR 30A, and is identified by parcel number(s) 20-3s-18-16000-002-0000.

Land Development Code Land Uses Ordinance – An ordinance amending Walton County Land Development Code Chapter 2.01.02 and 2.01.03 to provide for the provision of new land use districts of General Commercial (GC), Industrial (ID), Black Creek Neighborhood Planning Area (BC/NPA), Neighborhood Commercial (NC), Low Density Residential (LDR), Development of Regional Impact Ð Mixed Use (DRI-MU), Extractive Uses (EU), The Second Town Center (TC2) and Resort (R); deleting land use districts of Commercial (CM), Industrial (I), Private Conservation (PC) and Medium Industrial (MI); providing for allowable uses and density allocations; providing for severability and an effective date.

QUASI-JUDICIAL ITEMS:

Peach Creek Phase 2A Plat – Project number 13-00300017 is being reviewed by Brian Underwood. This is a plat application submitted by Innerlight Engineering Corporation, requesting approval to plat 40 residential lots in Peach Creek, consisting of 28.04 acres with a future land use of Conservation Residential 2:1. Proposed project(s) or plan amendment(s) may be inspected by the public from 7:00 AM to 5:30 PM, Monday through Friday at Walton County Planning and Development Services located at 31 Coastal Center Blvd, Suite 100, Santa Rosa Beach, FL 32549 or 47 North 6th Street, DeFuniak Springs, FL 32435.

HEARING NOTICE

The Town of Paxton is considering applying to the Florida Department of Community Affairs (DCA) for a Fiscal Year 2013 Small Cities Community Development Block Grant (CDBG) of up to $600,000.00. These funds must be used for one of the following purposes:

1.    To benefit low and moderate income persons; or
2.    To aid in the prevention or elimination or slums or blight; or
3.    To meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.

The categories for which these funds may be used are in the areas of housing or neighborhood revitalization, commercial revitalization, and economic development and include a variety of activities including:
Housing & Neighborhood Revitalization: housing rehabilitation, demolition of dilapidated housing and relocation of residents, weatherization and energy- efficiency improvements, code enforcement, land assembly or site preparation for new construction, physical improvements activities such as water and sewer improvements, street improvements, drainage and neighborhood facilities.
Commercial Revitalization: rehabilitation and demolition of dilapidated buildings, relocation of residents, physical improvement activities such as water and sewer improvements, street improvements, drainage and neighborhood facilities.
Economic Development: infrastructure improvements, acquisition of real property loans to private-for-profit business, purchase of machinery and equipment or energy conservation.
For each activity that is proposed, at least 70% of the funds must benefit low and moderate income persons.
In developing an application for submission to DCA, the Town of Paxton must plan to minimize displacement of persons as a result of planned CDBG activities.  In addition, the Town of Paxton is required to develop a plan to assist displaced persons.
The public hearing to receive citizen views concerning the community’s housing and community development needs will be held in the Town Council Meeting Room in the Town Hall, 21872 U.S. 331 N., Paxton on Thursday, January 30, 2014 at 4:00 P.M.  To obtain additional information concerning the public hearing, contact the Town Clerk at (850) 834-2489. The Design Review Board will make a recommendation on major developments to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any item that is tabled will be scheduled for a future Design Review Board meeting and will not go forward to the Planning Commission until the Design Review Board makes a recommendation.
