NOTICE OF PUBLIC HEARING

For the purpose of Section 147(f) of the Internal Revenue Code of 1986, as amended, notice is hereby given that the Board of County Commissioners of Walton County, Florida (the “Board”), will conduct a public hearing on Tuesday, October 22, 2013, at 9:00 a.m., or as soon thereafter as practicable, in the Board of County Commissioners meeting room, located in the Walton County Courthouse, 571 US Highway 90, DeFuniak Springs, Florida 32433, to consider the approval of a plan of finance to provide capital including the issuance from time to time by the Escambia County Housing Finance Authority (the “Authority”), on behalf of Walton County, Florida and other participating counties, of not exceeding $150,000,000 Single Family Mortgage Revenue Bonds in multiple series from time to time.

The proceeds of such bonds together with funds from other sources available to the Authority, will be used to finance, or refund outstanding obligations, the proceeds of which will be used to finance the purchase of single family residences to be occupied primarily by first-time home buyers of moderate, middle or lesser income within Walton County, Florida and various other counties in the State of Florida.

The bonds and interest thereon shall not constitute a debt or indebtedness of the Authority within the meaning of any provisions or limitations of the statutes or Constitution of the State of Florida, Walton County, Florida, or other participating counties or housing finance authorities, but will be payable solely from payments made from the revenues generated from the housing program.

Prominence Planned Unit Development PUD Amendment – Project number 13-00100043 is being reviewed by Renee Bradley. This is a major development order application submitted by Innerlight Engineering, Corp., requesting approval to amend the Prominence PUD, to decrease density and intensity.  The proposed modifications will reduce the total density and intensity of the PUD from 650 residential dwelling units to 625, from 200,000 GSF of retail to 40,000 GSF of general commercial, from 120 hotel rooms to 0, and from 5,000 GSF of spa to 0 GSF of spa.  The project is on 79.22 acres with a future land use of Traditional Neighborhood. The project is located 2.0 miles west of Watersound Parkway and is identified by parcel number(s) 20-3s-18-16000-002-0000, 20-3s-18-16200-000-0010, 20-3s-18-16200-000-0480, and 20-3s-18-16200-002-00A0.

Crossings at Inlet Beach fka Inlet Beach Commons – Project number 13-00100047 is being reviewed by Tim Brown. This is a major development order application submitted by McNeil Carroll Engineering, Inc., requesting approval to construct a 17,335 square foot commercial retail center, consisting of 2.68 acres with a future land use designation of Neighborhood Infill and an Inlet Beach Neighborhood Plan designation of Neighborhood Commercial. The project is located on the north side of US Highway 98 East, between Wall St. and Orange St., and is identified by parcel number(s) 36-3s-18-16100-000-0720.

Gulf Landing PUD – Project number 13-00100050 is being reviewed by Brian Underwood.  This is a major development order application for approval of a planned unit development submitted by ECM, consisting of 1.39 acres with a future land use designation of Neighborhood Infill. The project is located 0.12 miles north of CR 30A on Satinwood Drive and identified by parcel number 02-3s-20-34160-000-0321.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.
