REQUEST FOR PROPOSALS
The City of DeFuniak Springs is requesting financial funding proposals for one new vactron to be used in the city’s sewer department. The cost of the new vactron is $62,500.00.
The city will accept bids until August 30, 2013 at 2:00 p.m. CST. The proposals will be opened in the Council Chambers on the above date and time and read aloud. The proposals shall be marked on the outside of the envelope “Sealed Bid – Financial Proposal for Vactron.” Sealed bids will be received at 71 US Hwy 90 W., DeFuniak Springs, FL 32433 or P.O. Box 685, DeFuniak Springs, FL 32435. Any bids received after 2:00 p.m. on the above date will not be accepted and will be returned unopened to the bidder. The City Council will award the bid at its regularly scheduled Council meeting on September 9, 2013.
Proposals should quote a simple interest rate with a term of five years. The financing can be a note payable or under a master lease program with the city maintaining title to the equipment. The rate quoted will be a fixed rate upon funding that can be locked for a period of at least thirty (30) days prior to the funding date. All closing cost for this loan should be included in the proposal and these costs will be added to the lender’s charges when determining the lowest quote.

2013-2014 STUDENT
PROGRESSION PLAN
The School Board of Walton County, Florida, hereby gives notice of its intent to adopt the proposed addendum to the 2013-2014 Student Progression Plan, which by reference is incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.
PURPOSE AND EFFECT: The purpose and effect of the adoption of the addendum to the 2013-2014 Student Progression Plan is to present to school personnel, parents/guardians, students and other interested citizens the administrative procedures required to implement state legislative and local pupil progression requirements.
SUMMARY: The District Student Progression Plan is adopted each year by the School Board of Walton County, Florida, and sets forth the policies and procedures relative to enrollment, promotion, retention, accelerated/ decelerated placement, transfers, instructional programs, accelerated programs, extended year programs, dropout prevention/retrieval programs, student assessment and exceptional student education. An addendum has been proposed to address elementary course code changes mandated by the Florida Department of Education and dual enrollment policy in secondary education.
LEGAL AUTHORITY: The adoption of the addendum to the 2013-2014 Student Progression Plan is authorized by Sections 1001.41, 1008.25, 1008.34, 1001.03 and 1008.22 Florida Statutes, and the law implemented is Section 1008.25 Florida Statutes.
ECONOMIC IMPACT: The adoption of the addendum to the 2013-2014 Student Progression Plan will not result in any additional costs to the School District.
A public hearing will be held by the School Board of Walton County, Florida, at 5:15 p.m. during the regular board meeting on September 17th, 2013, in the Board Room at the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the addendum to the 2013-2014 Student Progression Plan. Any interested person may appear at the hearing and present evidence and argument and be heard concerning the adoption of the addendum to the 2013-2014 Student Progression Plan. Immediately following the public hearing the School Board of Walton County, Florida, will consider final action to adopt the addendum to the 2013-2014 Student Progression Plan.
The entire text of the 2013-2014 Student Progression Plan, including the proposed addendum, is on file and available for inspection during regular office hours at the office of the Superintendent of Schools, Walton County, Florida, located at 145 Park Street, Suite 2, DeFuniak Springs, Florida. The Department announces receipt of an application for a Joint Coastal Permit (File No.0225589-003-JC), pursuant to Chapter 161 and Part IV of Chapter 373, Florida Statutes, and for authorization to use sovereign submerged lands, pursuant to Chapter 253, Florida Statutes. The
applicant is the Walton County Board of County Commissioners, and the proposed activity is to excavate an outlet channel from the Western Lake to the Gulf of Mexico when the lake reaches an established trigger point.
Copies of the application may be examined during normal working hours at the Department of Environmental Protection, Beaches, Inlets and Ports Program, 2600 Blair Stone Road, Tallahassee, Florida, 32399. The application has also been posted on the Department’s Internet Web site at:

Notice is given that stormwater permit number 627.01 was issued on August 12, 2013, to Walton County Board of County Commissioners for build out of existing ball fields to regulation size, a skate park, outdoor basketball courts, reorientation and an additional football/soccer field, community center, playground, and additional parking on Moll Drive, Santa Rosa Beach, Walton County.
The file containing the application for this permit is available for inspection Monday through Friday (except for legal holidays), 8:00 a.m. to 5:00 p.m. at the Northwest Florida Water Management District’s ERP Office, 180 E. Redstone Avenue, Crestview, FL 32539 .
A person whose substantial interests are affected by the District permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57 F.S., or may choose to pursue mediation as an alternative remedy under Section 120.573, Florida Statutes, and Rules 28- 106.111 and 28-106.401-404, Florida Administrative Code. Petitions must comply with the requirements of Florida Administrative Code, Chapter 28-106 and be filed with (received by) the District Clerk located at District Headquarters, 81 Water Management Drive, Havana, FL 32333-4712. Petitions for administrative hearing on the above application must be filed within twenty-one (21) days of publication of this notice or within twenty-six (26) days of the District depositing notice of this intent in the mail for those persons to whom the District mails actual notice. Failure to file a petition within this time period shall constitute a waiver of any right(s) such person(s) may have to request an administrative determination (hearing) under Sections 120.569 and 129.57, F.S., concerning the subject permit. Petitions which are not filed in accordance with the above provisions are subject to dismissal.
Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the District’s final action may be different from the position taken by it in this notice of intent. Persons whose substantial interests will be affected by any such final decision of the District on the application have the right to petition to become a party to the proceedings, the accordance with the requirements set forth above.
