Public Workshop for the Draft Comprehensive Plan Update – Phase I

Walton County will be hosting this workshop to introduce the proposed work in progress changes to the Conservation, Coastal Management, Recreation and Open Space, and Housing Elements of the County’s Comprehensive Plan. Phase I is the first of three phases, each focusing on a different set of Comprehensive Plan Elements. Public Workshops for Phases II and III will be scheduled for future dates.

The public is invited to attend the workshop, learn about the proposed changes to these Elements, and provide feedback. This workshop is part of Walton County’s initiative to update both the Comprehensive Plan and Land Development Code to achieve a high quality built environment while preserving and enhancing the natural environment.

The School Board of Walton County, Florida, hereby gives notice of its intent to adopt the proposed 2017-18 District Student Code of Conduct, which by reference is incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.

PURPOSE AND EFFECT:  The purpose and effect of the adoption of the 2017-2018 District Student Code of Conduct is to set forth the rights and responsibilities of students attending school in the Walton County School District and provide the rules of conduct and discipline that apply to such students.

SUMMARY:  The District Student Code of Conduct is adopted each year by the School Board of Walton County, Florida, and sets forth the rights and responsibilities of students attending schools in the Walton County School District and the rules of conduct such students must follow.  In addition, the District Student Code of Conduct sets forth infractions that are considered grounds for disciplinary action and the recommended disciplinary action.

LEGAL AUTHORITY:  The adoption of the 2017-2018 District Student Code of Conduct is authorized by Sections 1001.41, 1001.42, 1001.43, 1006.07, 1006.08, 1006.09, 1006.10, 1006.13, 1006.135, 1006.14, 1006.147 and 1006.21, Florida Statutes, and the law implemented is Section 1006.07, Florida Statutes.

The School Board of Walton County, Florida, hereby gives notice of its intent to adopt the proposed 2017-2018 Student Progression Plan, which by reference is incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.

PURPOSE AND EFFECT:  The purpose and effect of the adoption of the 2017-2018 Student Progression Plan is to present to school personnel, parents/guardians, students and other interested citizens the administrative procedures required to implement state legislative and local pupil progression requirements.

SUMMARY:  The Walton County Student Progression Plan is adopted each year by the School Board of Walton County, Florida, and sets forth the policies and procedures relative to enrollment, promotion, retention, accelerated/ decelerated placement, transfers, instructional programs, accelerated programs, extended year programs, dropout prevention/retrieval programs, student assessment and exceptional student education.

LEGAL AUTHORITY:  The adoption of the 2017-2018 Student Progression Plan is authorized by Sections 1001.41, 1008.25, 1008.34, 1001.03 and 1008.22 Florida Statutes, and the law implemented is Section 1008.25 Florida Statutes.

ECONOMIC IMPACT:  The adoption of the 2017-2018 Student Progression Plan will not result in any additional costs to the School District.

A public hearing will be held by the School Board of Walton County, Florida, at 5:15 p.m. during the regular board meeting on July 6, 2017, in the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the 2017-2018 Student Progression Plan.  Any interested person may appear at the hearing and present evidence and argument and be heard concerning the adoption of the 2017-2018 Student Progression Plan.  Immediately following the public hearing, the School Board of Walton County, Florida, will consider final action to adopt the 2017-2018 Student Progression Plan.

Pathways at Watersound Phase 1 – Request to approve by final mylar. Project number 17-00300004 is being reviewed by Renee Bradley.  This is a plat application submitted by The Watersound Company Inc., requesting the approval to plat 48 residential lots on 20.69 acres with a future land use of Coastal Village One.  The project is located ¾miles north on U.S. Highway 98 then North on Watersound Parkway and identified by parcel number(s) 25-3S-18-16000-001-0000.

Lots 18, 19, 20 South Walton Commerce Park – Request to approve by final order. Project number 17-00100032 is being reviewed by Bob Baronti.  This is a major development order application submitted O’Connell & Associates Consulting Engineers LLC, requesting to develop and construct an 18,187 sf. office/warehouse space on 1.447+/- acres with a future land use of Business Park District.  The project is located from U.S. 98 then North on Serenoa Road. Jamira Commercial – Request to approve by final order. Project number 16-00100139 is being reviewed by Bob Baronti.  This is a major development order application submitted by JP Engineering LLC, requesting approval to construct a 2,370sf. retail/restaurant on 0.52+/- acres with a future land use of Neighborhood Infill.  The project is located from the intersection of Ellis Road and Scenic Hwy. 98 traveling east approximately 0.2 miles and identified by parcel number(s) 30-2S-21-42290-000-1290.

Emerald Coast Business Center Lot 10 Final Order Amendment – Request to approve by final order amendment. Project number 16-00100032 was approved by the BCC on June 21, 2016.  This amendment is requested by Innerlight Engineering Corporation on behalf of Boswell Development Company, Inc. to reduce the Proportionate Fair Share amount based upon updated traffic analysis for the 4,392 square feet of office and storage space on 0.34 acres with a future land use of Neighborhood Infill.  The project is located on the east side of Business Center Drive approximately 0.25 miles south of U.S. Hwy. 98 and is identified by parcel number(s) 29-2S-21-42100-000-0100.

Lot 2, Coastal Business Center – Request to approve by final order. Project number 16-00100156 is being reviewed by Tim Brown.  This is a major development order application submitted by ECM on behalf of Applause Production Group, LLC, requesting approval to develop a 7,000 square foot warehouse/office building on 0.52 acres with a future land use of Light Industrial.  The project is located on the north side of Commercial Parkway, east of Goldsby Road and is identified by parcel number(s) 30-2S-20-33500-000-0020.

Gailey Estates Plat – Request to approve by final mylar. Project number 17-00300009 is being reviewed by Rita Banhunyadi.  This is a plat application submitted by ECM Inc. on behalf of McHenry Electric Inc., requesting the approval to plat 5 residential lots on +/-1.393 acres with a future land use of Low Density Residential.  The project is located 0.37 miles north from the intersection of US 98 and West Hewett Road turning east on Sierra Court 660 feet on the south side of Sierra Court Road and identified by parcel numbers(s) 30-2S-20-33306-000-0060.

​St. Clair Row Abandonment – Request to approve by resolution. Project number 17-00800002 is being reviewed by Bob Baronti.  This is a petition for abandonment application submitted by Emerald Coast Associates on behalf of Beverly and John St. Clair, requesting the abandonment of 7 ft. of easement adjacent to Lot 1, Block 6, of the amended plat of Daugettes First Addition to Choctawhatchee Beach with a future land use of Residential Preservation.  The project is located at the intersection of Little Canal Drive and Ricker Avenue from Hwy 98 and CR 283 north and identified by parcel number(s) 28-2S-19-24050-006-0020.

Gulf Atlantic Electric Warehouse – Request to approve by final order. Project number 17-00100036 is being reviewed by Bob Baronti.  This is a major development order application submitted by Emerald Coast Associates, requesting approval to construct 14,200 sf. office/warehouse space located on 1.14 acres with a future land use of Business Park.  The project is located from intersection of Serenoa Rd. and Highway 98, then North on Serenoa Rd. to Lot 10 and identified to parcel number(s) 05-3S-18-16010-000-0100.

The Walton County Planning Commission will hold a special public hearing on Monday, June 12, 2017, at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459 beginning at 5:00 pm, to hear the following items:

Consideration of substantive, technical and organization changes to the Walton County Comprehensive Plan including changes to the Conservation Element, Recreation, Open Space and Greenways Element, Housing Element and creation of a new Coastal Management Element.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.
